Why are words with elements of micro - and mini - written differently?

Russian orthography is sometimes just incomprehensibly complex, and rules governing a particular spelling is often based on minor differences. Such a situation with foreign elements "mini" and "micro". \r\n\r\n"Mini" is always written with a hyphen as an exception to the General rule, quoting the compendium of the Sciences under the editorship of V. Lopatin:\r\n\r\n\r\n\r\n\r\n\r\nth "micro" with the words written together, because it ends with the letter "o", the rule of the collector:
