I would say that the primary conflict in this book is Huck's struggle against his society's moral values.  They conflict with his own values and he struggles to decide what to do.

This conflict develops to a climax when Huck has to decide what to do about Jim.  This is after Jim has finally been captured and is being held at the Phelpses' home.

The values of Huck's society say that Huck should treat Jim as property.  They say that he should write to Miss Watson and tell her where Jim is.  Instead, Huck resolves the conflict by deciding to help Jim escape rather than doing what society thinks he should.
