Explain the line "we that are true lovers run into strange capers" from Act 2, Scene 4 of As You Like It.

This line is spoken by the character Touchstone in the scene you mention.  In this line, he is wrapping up a short speech he has given.  The literal meaning of the line you mention is that people who are in love do strange things.

Touchstone mentions this because the other people in the scene have been talking about how in love they are (in the case of Silvius) or what they did when they were younger and in love (in the case of Corin).  Then Touchstone starts saying a bunch of nonsense about what he supposedly did when he was in love.  He ends with "your" line.
